Sheila G. Barfield
Sheila G. Barfield is the Executive Director of the Office of Employee Appeals. She was appointed to this position in October 2011. Prior to that she served as OEA’s General Counsel where she provided legal advice to the office and its Board of Directors.
With over 20 years of experience practicing law in the District of Columbia and Maryland, Ms. Barfield began her legal career with the DC City Council where she worked as an Assistant General Counsel. In that position, she advised the Council Chairman and Councilmembers on various issues pertaining to municipal government, prepared formal opinions for the Council, and drafted legislation.
Ms. Barfield holds a Bachelor of Arts degree in Broadcast Communications from Western Kentucky University in Bowling Green, Kentucky and a Juris Doctor degree from Howard University School of Law. She is a member of Alpha Kappa Alpha Sorority.
